The gluten-free scene in Zagreb works differently than what we covered in our Gluten Free Italy guide. Croatia has no national network with a single certification standard for restaurants. People with celiac disease here rely instead on EU food law, local lists maintained by the patient association, and a handful of fully dedicated gluten-free venues, most of them concentrated in the capital.
How Gluten-Free Labeling Works in Croatian Stores
Croatia has been an EU member since 2013, so Commission Implementing Regulation (EU) No 828/2014 applies here just like anywhere else in the bloc. A “gluten-free” label means the gluten content is under 20 ppm. A “very low gluten” label allows 20 to 100 ppm and isn’t safe for celiac disease. Manufacturers don’t need any third-party certification to use these claims — their own testing and quality control is enough, at their own responsibility.

Hrvatsko društvo za celijakiju (the Croatian Celiac Disease Society) has operated since 1991, based at the Celiko Center at Tomašićeva 10 in Zagreb. Gluten Free Zagreb: Kata Brunch Bar and Other 100% Dedicated Spots
At Petrinjska 29, Kata Brunch Bar is a 100% gluten-free bakery and brunch bar that opened in 2021, with a second location at Martićeva 15. The menu covers bread, sandwiches, cakes, and pastries made on-site, and the venue also runs a small shop stocked with certified Croatian gluten-free products — juices, spreads, beer, and dairy.
At Ulica Pavla Radića 3A, Melt Gelato & Brunch Bar is the city’s other fully dedicated spot, known for house-made gelato, sourdough bread, and baguettes, with vegan options on the menu. For grocery shopping, GlutenBio, a specialty shop at Ulica kneza Ljudevita Posavskog 34A, stocks a full shelf of gluten-free products.
Worth noting for anyone following a plant-based diet too: most items on the menu at Kata Brunch Bar and Melt are both gluten-free and vegetarian, with a good share fully vegan — making these two addresses worth saving regardless of which diet you’re navigating.

Gluten free Zagreb concentrates more resources than anywhere else in the country — the patient association’s headquarters, several fully dedicated venues, and the best-stocked stores. Outside the capital, you’ll rely more on package labels and your own judgment. It’s worth reading up on the 20 and 100 ppm thresholds before heading to the coast, so the first hours in Croatia don’t start with a search for a grocery store.
